Just wondering if this is a free camp ground and is it ok to do water ski there

I have looked at all the pictures of the signage I took when i was there and it does appear that water skiing is allowed on the reservoir.
As for camping, there are 6 free campgrounds and are on first-come-first-serve basic with no bookings required.
I have pictures of maps and more information located in the image gallery on the page https://www.grampianspoint.com.au/attractions/rocklands-reservoir/, but it does appear that several of the campsites actually have boat ramps and toilet facilities.

According to the Department of Sustainability and Environment: “Dogs are allowed in State forest (but not State Park) and must be under direct control at all times and are expected to be kept on a leash in picnic and camping
areas or when near other visitors. In established campgrounds pet owners are asked to camp away from other visitors.”
